Status still under processing even though 3 weeks of normal processing time comp

applied for study Permit Visa under SPP category on 27th November 2013 and it reached chc on 29nd nov still under processing... I have not received any status update so far, since 23 days have been completed and exceeded normal processing time as mentioned in CIC website

I applied on 27 nov 2013 and it reached chc Delhi on 29 nov status is still under processing almost 24 days have been completed and also 15 plus working days have been completed
