Statuatory declaration of common-law union form

Hello there

This is my first post and I am very much hoping to get some help from you. I understand that this form needs to be completed by a notary public or commissioner of oaths in Canada, however, if i am having this document completed outside of Canada in the UK, do I still have the option of having it completed by a commissioner of oaths or does it have to be notarized? There is a huge price difference, and I just want to do it right.
