I am living in USA from last 3 years on F1 visa. I am applying for PR. I have police clearence letter from India. But Now i have question that do i need state clearance letter from USA. If yes than what is the procedure.

you could either search for state police on this forum and come up with the website
else i am sure someone will answer soon.

you need clearance from FBI as well as from all state where you resided more than 6 months.
