Can I start a business with a study permit in Ontario with no resident partner?
In advance, I know I should work up to 20hrs a week and I will.
 
Your permit is for study, not to open and run a business. There are separate visas if you wish to establish a business in Canada
 
Actually you can open and run a business in Canada with a study permit. In some states you don't even need a Canadian partner.
