Hi, I am on an open work permit. While working full time in my job, I want to know if I can start my own business on the side. I'll apply for my PR through my full-time job experience, once I qualify for it.

A PGWP is an OWP, there are no limitations on what you can do. Good luck and don't quit the full-time job that qualifies you for PR application in the future.
