I am an Electrical Engr. working in KSA as a permanent resident . I am from Pakistan basically. My spouse is studying in Canada in a Bachelors program. We are planning to get married in the coming July 2018. I want to know is it possible that my spouse can sponsor me for an open work permit after we get married in July. If yes, under which category and what will be the requirements. She is on student visa.
Yes - once you are married, you can apply for a spousal open work permit based on her study permit. Note there is no guarantee the SOWP will be approved. To be approved, you'll want to demonstrate strong ties to your home country and show you have no plans on remaining in Canada long term.

But I am not working in my home country Pakistan. I am working in the Middle east. I have a permanent job. I can show my salary slip etc. But my question is if my spouse will apply for my open work permit which is quite clear "OPEN WORK PERMIT" why do I have to show the ties with my country as I am going there to do some work ad live with her.

You have to show ties because CIC wants to ensure you're just coming to Canada temporarily to work and aren't coming to Canada for the primary purpose of staying permanently and becoming a PR.
