Hi everyone,
I am a permanent resident of Canada since 2014. My wife is living in India, I want to know if I could apply for a work permit for my wife while her PR application is in process?
or is it better to apply for a visit visa to come to Canada and apply for a work permit from inside Canada while waiting for the PR to be approved?
or is there any way that I can apply for work permit for her even before I start the application for the PR?

If she is able to get a TRV to Canada, you can submit an inland sponsorship application with an OWP. She would get the OWP about 4 months after submitting the inland app. However, with a PR spouse in Canada, the chances of her being approved for a TRV are low.
Your other option is to submit an outland sponsorship app. There is no work permit option with an outland app.
If you have already applied for Spousal PR sponsorship, then she cannot get a work permit on her own (unless a Canadian company hires her from India, low chances since Canada's economy is in the toilet right now).
The chance of getting a visitor visa before you apply for Spousal PR sponsorship is Zero. There is a good (50-50) chance of getting visitor visa after you apply for her Spousal PR sponsorship.
The only way she could have gotten a work permit is if you had applied for her visitor visa before getting married and then you guys applied as Inland Spousal Sponsorship with OWP.
