Spouse Visa to Canada for Indian citizen Living in UK

I am a permanent resident of Canada. Me and my Girl friend (Indian citizen) were studying in UK and have registered our marriage in UK. Now, she is my wife and I want to apply for her spouse visa to Canada. But she is still in UK and will be there till September. According to geographical regions allocated by CIC under Application to sponsor a member of the family class. Will the case be proceeded in UK or in India? What will be the processing times for UK as well as for India?

How long has she been in the UK.Is she just on a student visa or is she a resident of the UK?

New Delhi is 80% in 6 months +2 months in mississauga
London is 80% in 8 months +2 months in Mississauga

She is still on student visa and her visa is getting expired in September.
