Spouse sponsorship (2nd time)

I applied for my spouse sponsorship for the second time . The first I applied was in 2018 after nikkah and it was refused because our rukhsati was not completed . They asked for my spouse medical , police certificate and interview . When they called for the interview in 2019, the refused it and told to do the rukhsati first and apply again . The interviewer even said that the interview is taken so when we will apply for the second time then the interview won’t be required again . I sent the new application again in July 2020 and got a reply from them asking for picture and biometric of my husband . I want to know is this the new thing where they ask for biometrics first now instead of medical and police certificate or am I seeing some good news about my spouse sponsorship?

Biometrics is new since the last time you applied and is request of all applicants early in the process.
