I became PR through the PNP program last April 2019. I want to sponsor my girlfriend who will be coming to Canada on a Tourist Visa next June 2019.
If we get married in Canada, can then she applied for her PR as tourist (it seems we only have a 6 month window for her to apply for PR and Open Work Permit)
Would this be ok for CIC ? applying for a spouse who just enter to Canada on a tourist Visa ?
It is legal. It is not the most proper, as you're not necessarily a true visitor, but as long as you understand dual intent it's fine. Many many people do it.

Correct, So if she applied for the OWP as a tourist, her visitor visa is valid for 7 years, but I think she only stay up to 6 months in Canada as a visitor. would she be able to apply before her departure date and then enter into an implied status ?
You would submit the owp app together with the sponsorship app, it does take 3 to 5 months to process as you noted, so you would need to be comfortable with her being unemployed for a while. There's no way that I know of to get it more quickly. She can always extend her tourist visa if need be while you are preparing the sponsorship app (waiting for marriage certificate, etc. )
If you have everything in order to apply before the six months are up, the OWP application gives her implied status. If the application is returned for any reason, implied status is lost and you must restore status to be able to apply for an OWP.
Most people running short on time apply for an extension and then submit the PR and OWP application as you get implied status from the extension request as well.
