spouse open work permit without job like NOC.A,0,B .

hi everyone

I am on work permit and have no job in NOC (0,A,B) . I am married and want to apply spouse dependent open work permit for my wife.
my question is that NOC,(A,0,B) categorized job is compulsory for work permit holder (we both from India).
or if possible what are the options or documents ???
