I am studying in Canada. My wife is working in India. We got married 2 months ago and submitted the spouse open work permit application. We were rejected on the grounds that there was not enough proof of marriage and not enough reasons shown to return to India.
We spoke to a visa consultant after the rejection and they suggested submitting a paper application. In their experience, they have seen that paper application has a better chance of being approved as compared to an online application. Is this correct? Is there a difference between submitting an application online as compared to a paper application.

What you need to do is show your relationship history. This is much harder if in an arranged marriage when someone flies in to get married and the applies for a visa/permit when they return to Canada. Did you date for a period of time when you were still in India? Get engaged in person? You need to provide proof of your relationship in person and while long distance. Would add the visa/permit is not guaranteed for spouses of international students.
