Spouse open work permit (Outside Canada - applied on mar21 and PR(CEC) ITA received in Aug21 - which will be processed on priority

Hi,
I have applied my spouse open work permit (outside Canada) on March-2021. The application is still under process, only Bio metric is approved. I also got an ITA in the recent CEC draw (accompanying my spouse and kid as outlander). Please advise whether my spouse open work permit will be processed parallelly or only PR.
