Spouse open work permit inside canada

hi, i came in canada may 2018 as an international student in cnc college (prince george,bc) but i did mistake and didn't go there and call collage to refund the fee but they said according to their collage policy can't return my fee and they put all $6700 in holding account ,afterthat in september 2018 i got admission in vancouver collage am not good at study so i left.
In june10 i got married with my gf and applied my spouse open work permit in oct, after waiting for 3 months i got refusal last month january2020.
In reason they said we both are full time student so i cant get open work permit in this condition, my wife study will complete in aprail and plan to get work permit from border so we can again reapply for sowp because my permit will expire on 31augest 2020.

When did you actually stop studying? Study permits don't stay valid when you fail to meet the condition the continuously pursue studies. You are likely already out of status.

She needs a skilled job and 3 payslips for you to apply for an OWP based on her PGWP.

Yeh she's supervisor at shopper drug mart we are just waiting for her work permit

You have been in violation of your study permit conditions for over a year. The school should have reported your absence to have your permit cancelled. This may have happened already, leaving you out of status. Also note that if you've worked at all since then, that has been illegal. I'd say your chances of approval are slim to none.

No never, if i worked illegal then cic sure mentioned in my refused or setup an interview but am not working over year

But you were not studying right?? Only your wife study and you dont, so how you both are full time students??

Dont know thats what they mention in reusal letter

You should have applied for visitor record first then for sowp, but if you are not studying i dont think there should have been any problem.
