Spouse Open Work Permit- Confusions

Hello Everyone,

I have a serious confusion.
I am currently working in U.A.E and an Indian Passport holder.
I am willing to apply for Spouse Open Work Permit for Canada since my husband id already there.
Can I apply for the work permit from U.A.E or Do I need to go back to my city in India to apply for the work permit?
Also, how much fund do I need to show for the open work permit since nothing about the funds has been mentioned if I apply on my own?

Can someone please help me with this confusion at the earliest possible.
