People ask questions like that when they can't be bothered to do research themselves. It literally takes 2 seconds on Google to find the requirements to become a Canadian citizen, so there is no way that OP searched and couldn't find the answer.

If it was that easy why would anyone apply for PR or go through express entry? Just get one partner in a couple to study in Canada and stay with him/her for three years and you are Canadian.

On college website I found that spouse will open work permit and I was not able to relate or find relevant information on whether Open work permit is PR.
No it is very different. It is also a temporary resident permit. But in case you become PR in the future, your time spent under the open work permit might count and help shorten the time required to qualify for citizenship. I will let other experts on the forum confirm on this.

Basically a PR does not need a work permit as they have many rights in Canada that a citizen has apart from not being able to vote or of course have a Canadian passport. A PR is entitled to remain in Canada permenantly and also entitled to enter Canada should they ever travel outside the country.
An open work permit holder is by the nature of such a permit a temporary worker issued a permit to work for a specific amount of time whilst the permit remains valid after which they should plan to leave the country. As a temporary worker even with a work permit the holder has limited rights in the country and even if they travel out of the country they would still be subject to assessment to enter again either as a visA exempt or TRV holder.
As far as citizenship is concerned you need to qualify for PR before applying for citizenship. In a citizenship application you need to show in the 5 years before the application time that you have 3 years physical presence in Canada. This can be made up from 2 years post becoming a PR and any time before becoming a PR at the rate of one half day for every full day physical presence say as a temp resident or even visitor to a max 1 year credit to total 3 years.
College websites by the way are sometimes either not complete or the information ref immigration may not always be kept up to date so advice really is to always go to the official IRCC website.

Also odd to expect citizenship on a SOWP when the spouse who is on the study permit obviously can’t get citizenship herself even on the same residency terms.
