Hi. We’ve been living in Japan but are thinking of moving to Canada.
For me (Japanese wife of Canadian citizen - married for 15 years with kids) to move to Canada what’s the quickest way?
Is it possible to enter Canada as a visitor without any visa then immediately apply for PR and Open Work Permit?
I was looking for an option to apply for a spousal visa (that’s easier and quicker than PR to obtain) while living here but can’t find any info about it. Is there such a thing?
I’d like to be able to work after moving to Canada so would like to avoid applying for PR from Japan.

Yes, you can come to Canada as a visitor and then apply inland with an OWP. Note that it takes 3-4 months to get the OWP.
No such thing. Only sponsorship.
Not quite sure what you mean. No matter what, you won't be able to work right away. Depending on your move timeline, it could very well be better to apply outland now.

Our kids have Canadian passports.
Waiting for 3 months after entering Canada to get work permit is fine. Just not one year until getting PR.
I guess I’d have to purchase round trip tickets to enter as a visitor first?

A year is at the longer end of the scale. Apply outland now and you are probably looking at closer to 8-9 months from now to become a PR. Wait to apply inland and you are looking at being able to work in Canada 9-10 months from now and becoming a PR in 18 months.
No, you don't need a round-trip ticket.
No. You just need to be able to show how you will support yourselves in Canada without welfare.
