Spouse never land Canada as PR. Still taxed on world income?

I landed Canada as PR but my spouse decided not to come. He didn't activate the PR status by landing Canada even now expired. I understand we need to report world income even he's not with PR status. Will the CRS ask "me" to pay for my spouse's world income tax?

Just checking that you were the primary applicant. No at the moment you don’t need to pay taxes on his international income but you must declare it.
