Spouse Name Change Dilemma

We am having quite a bit of Dilemma on what should I do?

My wife will have citizenship test on March 14.

We are just confuse on what do?

Should we wait till she gets her citizenship and passport and then initiate the process to change name or we should change the name before?

We are located in Ontario.

Probably easier to do it afterwards if all her existing documents are in her current name.

Why does her name have to be changed? It's not mandatory in Canada.

We wanted to do it for long time and then we decided to postponed it until she gets the citizenship..but recently one of our friends suggested to do it before that why we were confused on what to do?
