I am the main application and my spouse does not have ECA for his education at the moment and we do not intend to get one. We already have CRS 469. So, if I decided to say he doesn't have any higher education in the EE form so that we wont be required to submit it after receiving the ITA. Hope this wont be misinterpreted since we may have to enter under his personal history while filling the PR form.
Especially with the fact that I included his foreign work experience (though did add to the CRS), a kind of job one can only get with higher education.
Your understanding about his education is correct !!
Since he is secondary applicant, and if the foreign experience is not in Canada, my advice is to remove his work history and also move it to the personal history as you are doing with education.

If you dont get his ECA done, wont it affect your CRS? I mean, your CRS will come down by some points if you have a spouse but no ECA for him. Correct me if I am wrong.

You can mention his education, the system will ask you that ECA is done for that education? You can write NO. You can not claim points but you provide his real education.

You could claim points if you write ECA is done. I have 2 degrees, I claim points for one only, because I do not have ECA for the second one. They can not ask ECA if you mentioned that you do not have. I do not understand what somebody told you.
