I have been sponsored by my husband last year 2019, and I received my PR.
and I did not entered into Canada, since I was carrying last year, now I have baby with me and my COPR expires in February 2020. (my baby is not included when I applied for my PR)
is there a procedure to extend the COPR validity and apply visa separately for my baby?
or should I need to start the whole application again submit as new applicant ?

It depends on if the child is considered Canadian citizen. So the child is (i.e. busband was born in Canada or is a naturalized citizen), then she only need to update CIC and I think she can land with her current COPR before Feb.
But if the child isn't, then they will need to return to COPR and add the child to their application. It won't take as long as the original process.
Then child will need to get medical, police check and security (pretty much nothing for a baby). Then both will be on the new COPR.

Hello, After asking CIC, they responded with this below
"When you have a sponsorship application in process, a family member of the person being sponsored could be added at a later date, even if they were listed as a non-accompanying dependent in the initial application.
To do so, we invite you to complete the following forms and mail them to the Case Processing Centre (CPC) in Mississauga, Ontario:
A new Application to Sponsor, Sponsorship Agreement and Undertaking form (IMM 1344) completed by the sponsor,
Financial Evaluation form (IMM 1283) with supporting documents"
does this mean I can proceed submitting the asked forms? they mentioned "When you have a sponsorship application in process", but my application is completed and Application Status is decision Made
This is what I considered to be true, it happened in my case too and I was categorically told that a child born to a Canadian citizen is not eligible for sponsor. The child is classified as a Canadian by descent. Your husband need to have applied for “proof of citizenship” and apply for facilitating visa once he got AOR cuz that can get the child to canada faster as the proof takes over a year to process.
