It is discouraged but it can be done. CIC may have issues if the reason that the principal applicant is out of status for the "wrong reasons".
Hello...I 'm getting the application ready and I'm out of status....It clearly states on CIC website that spouses who are out of status CAN apply...I'm sure they will want an interview to ask why we are OOT....but thats fine w me...I do want an interview so they can meet me and I'm not just some number to them...good luck to us all!
