Our spousal sponsorship application has been moved to LVO. I am told our application was received in London on January 24, 2018. What I am wondering are 2 things:
1. How long is it taking for applications to be processed in London?
2. Anyone know what the process if for a background check? And how long does a background check typically take?

Yes. They would NORMALLY be handled by the VO that deals with the nationality of the PA, however, it is very common for batches of applications to be transferred to other VO's if the normal one is backed-up. London VO is a classic example, sometimes applications normally handled by London will be handled in Mississauga or Ottawa. There is nothing you can do to influence where CIC choose to process the applications and there is no guarantee that once it goes to a local VO that it will stay there all the way to decision.

My documents already transferred in LVO office,
My question is if ever I decide to apply visit visa while waiting the approval of my document from LVO, it will not cause any problem?

Well it is always possible to apply for visit Visa but not advisable to apply, there are few reasons,
1) Very few application get visit visa as even CIC dont prefer to issue visit visa when your file is in process
2) You need super strong reason for visit (Well for most of spousal application have strong reason to meet their spouse), but I have seen only 1-2 applicant who got visit visa in such situation and their sponsor were Canadian Citizen.

"Not advisable to apply" - this is incorrect. It doesn't affect your application if you apply and are rejected. There is no problem giving it a shot and seeing if you're able to obtain the visa. No negative impacts other than if you're denied you're out the money you spent for the application (which isn't too much anyways).
