Spousal Sponsorship inside Canada

A US Green Card holder is being sponsored under the inland spousal sponsorship. He does not have a passport or travel document to get his biometrics done and SC refused to do it. Any ideas as to how one can get biometrics done without these documents? Would IRCC refuse the application based on not being able to complete the biometrics? A webform has been sent with respect to this issue and asking for an extension. However, he would need to return to US to apply for the travel document and it could take a few months. Would it be better to withdraw the inland and apply for outland spousal?

Yes, IRCC will refuse the application if biometrics is not completed.
