If you had guests and it was like a celebration I would say yes. A civil ceremony can be short and functional or as formal as you wish, and it can be followed by a reception with a lunch.

Also, it will depends on PA's cultural normal, such as if it happens on a US couple, it is perfect normal, and if it happens on a couple from those countries that usually would have a big fat wedding, then CIC will definitely have some doubts on it . If the civil wedding is somewhat too simple comes to their culture, then you bet that CIC will look very closely on the genuine of their relationship.
I am a Canadian citizen and I wanted to sponsor my spouse. We do not live in Canada.
I am sort of confused on the additional forms such as Military Service.
My husband was not required to attend military service because his father had passed away. On the checklist, he wrote N/A.
What does the following sentence mean? Should he submit his original exemption card?. Is it going to be returned back?
Or writing N/A is enough?
"Document for military service: The principal applicant must submit his/her military service (or exemption) card."

I am a Canadian citizen and I wanted to sponsor my spouse. We do not live in Canada.
I have filled out all the forms regarding the sponsorship application.
I have read some information on the forum about attaching photos, letters,... with the application package, what are these?
Is there a specific place on IRCC which requires such documents?
