Ok so you husband holds both I missed that part. I think its your choice on which country specific instructions you wish to follow. By following Philippine instructions and including that guide along with the application CIC will have an idea of where you wish to process. But as of this time it appears that they will send for final processing to the Visa office of their choice.

As I pointed out in my previous post, you follow the instructions based on where you live, not where the application is processed. If you live in Thailand, you follow the Thai instructions...

My wife lives and works in Thailand for many years, considered a resident but not a citizen of Thailand. ...she is not Thai and had to follow her country of citizenship/birth's instructions for the Philippines.

I stand corrected. However it a looks like it can work both ways. As my wife's was fwd to CEM As well as a few other applicants that I know of that have residence in Thailand and carry citizenship of the Philippines.

That is what i thought so too. Right now with the updated forms i think they are the ones who will decide on which VO who will do the final processing. it is true that by including the guide of the country of our choice that will give them an idea on which country we wanted it to process.
And based on my understanding you'll follow the instructions for the country of your birth <b>OR</b> where you have citizenship. So in our case it can work both ways.
