Kia Ora Everyone!

I am almost at the end of my PR process BUT I have a difficult situation. I have a son who is 21 who is not dependent on me at all and hasn't been since he was 17. He is very hard to get a hold of and communication is kind of like the easter bunny (once a year if I am lucky) I have submitted a letter of explanation previously to explain the circumstances as to why I have not included him on my application, or filled out the appropriate forms. I have received correspondence from C.I.C asking for IMM 5669 and 5406 to be filled out, plus a police certificate and a medical examination.
Is there any way I can get my application processed and approved without having to submit information for my son?
Has anyone else been through this?
Any help would be greatly appreciated.
For information sake, I sent my application for Spousal Sponsorship in December 2018. I just got my open work permit and I am in the process of finding a job.

Show proof that you have been trying to contact him. Get a notarized declaration stating that you understand that he will be excluded from the Family Class and that you will never be able to sponsor him.
