Wondering whether a USA citizen who is in Canada on a Clergy Visa/Permit and now would like to be sponsored by his CDN spouse would still be allowed to make an Outland application or must they apply Inland because applicant is already legal resident of Canada with Clergy permit?
If so, would there be any advantage to one route over the other? My understanding is that Inland application usually restricts travel during stage 1 approval, but with clergy permit already in place, would seem applicant would be allowed to re-enter Canada with that. If no real difference, I imagine fastest processing time would be best option?
They can definitely apply outland. Lots of us here have applied outland while living in Canada. You don't have to be outside of Canada to go this route.
The basic distinctions are: Inland
Must be in Canada, with partner
Entitled to a work permit while waiting
Cannot appeal decision
Was historically slower, unclear if still is with new universal 12 month target
Outland
Can be anywhere - in Canada with or without partner, out of Canada with or without partner
Not entitled to a special work permit while waiting (any existing one is unaffected, though)
Can appeal decision
Was historically much faster, unclear if still is with new universal 12 month target

This is a bit of reversal but can one apply for a Clergy Visa/Permit once their outland application is already being processed? Sponsor has already been approved and applicant now wants to apply for Clergy permit while she waits for final approval? Will this conflict with already in progress outland application ?
