Im sponsoring my wife and on her Philippine Immigration Guide it says to include 9 photos of her and or with family members; and sign on back.
But, on the same line it says to go to Appendix B, where theres instructions for visa immigration photos with specific details.
Does this mean include 9 photos from regular camera plus an additional 2 (perhaps) visa immigration photos with white background.

IMO, the nine photos are the visa immigration photos with white background itself and must be photos taken in the studio. Your wife needs to bring Appendix B to the photographer. It will serve as photographer's guide on taking and processing photos for item # 14 on the checklist.
My Filipino partner got all 9 taken at a photographer in the Philippines. We had a really hard time getting them to follow the correct specifications. Beware that some of the chain photography places will have "Canada Visa Size" as an automatic size in their computer and the head size within the photo is incorrect. We went back a couple times because the head size was 2mm too big, and still were unable to get a satisfactory picture.. I would recommend your wife bring a ruler with her to make sure the photos match the specifications in the guide. And if it doesn't match I would recommend just scrapping it and going to another photo place instead of trying to get them to do it again and again 8).
