Spousal Sponsership Outside Canada VAC Question

My wife has recently received a request for a photocopy of her passport photo page, copy of letter, 2 photographs and appendix B form that is attached in the email. To be sent to a visa application center.

She is applying from outside Canada in Japan. She did her Biometrics however at a visa application center in the United States. She is now in Japan, does anyone know for sure if it’s ok to send the above package to a VAC in Japan or does everything have to be now sent to the original VAC where the biometrics were done, in her case the United States VAC?

it is not interconnected where you did biometrics and where your file is examined.
