HI, I am married, and my wife is currently in India without any kind of Visa yet.
I became a permanent resident of Canada and I received my COPR 6 months ago and applied for PRCARD, but still I am awaiting the PRCARD.
Can I do the Family class sponsorship application for my Wife without having a PRCARD? Asking because I heard from a friend that I can't do the spousal PR application without me having a PRCARD if I am a PR.

The key is that you need to be a Permanent Resident, regardless of if you have the card in your possession or not. What this means, is that your PR Application needs to be status closed in order to sponsor someone. In order for your status to be closed, the card needs to be shipped. This is why people say you need to have your card. In essence, check in the portal to see if the status is approved and closed. You can also call and ask IRCC if your application is closed.
