Spousal or Tourist Visa?

Im a filipina and he is a Canadian.. We would like to know which one has higher chances in getting approved, applying for a tourist Visa or Spousal Visa and how long will it take?
Open for suggestions on whats better to do.. thank you..

Spousal is more straight-forward, so long as you are eligible and have complete requirements, which are posted on the website.

Tourist visa requirements are trickier because the requirements and decision are arbitrary. Bottom line, Canada does not want to give tourist visas to people who intend to use it to live there, like foreign spouses of Canadians.

At the Manila Visa Office, tourist visas take an average of 2 weeks, spousal takes 6-12 months.
