Hello everyone, I need some help. I am a permanent resident and I'm getting married soon and when I come back to Canada I will apply my husband's spousal sponsorship. My question is, is it possible to apply inland for his open work permit even if he's not in Canada? It is the fastest way to get him here. Thanks!

You cannot apply for inland sponsorship if your husband is not living with you in Canada. Inland sponsorship requires that the applicant lives with the sponsor during the entire process. Once the husband lives with you you can start the inland sponsorship. You can then apply for open work permit for your husband once you get sponsor approval / husband gets "approved in principle" for PR sponsorship.
Otherwise, you have no choice but to apply for PR outland once you get married if husband cannot be with you in Canada. There are no "open work permit" available for those who applied "outland".
