My husband is a temporary worker in saskatchewan and about to receive his medical call in a month as he received an email from cic regarding his police certificate. I am currently in pakistan and thinking about options to unite with my husband soon. Should i apply for an open work permit and trv and then submit my spousal file inbound when i go to canada.
Or should i submit my immigration file and then apply for TRV?
What is the best option for me as my husband is about to receive his immigration status and we dont want his file to get pushed back if i apply for my spousal immigration file with his file right now.

You mean your husband currently has a PR app in progress? If so, as his spouse you MUST be included in that application, and must do a medical exam. You would then get PR status at the same time as your husband. Or you can choose to be non-accompanying, but you still need to be in the application as his spouse.
If you aren't included in his PR app and you don't do medical exam, then you can never be sponsored by him in the future.

He has changes his status to married and submitted our marriage certificate but he has not submitted my pr spousal imm file as he says that his pr will be pushed another year if he does so. I need an opinion on this.is my husband saying correct??

Changing his status to married will delay his PR application, but not including you in the application will delay it even more. CIC knows he is married now, so if you are not then included in the application, the visa officer will be asking why.
As others have said, you have to be included in the application now, which includes getting the medical. It should not delay his application for a year. You can be listed as non-accompanying, but you still have to be listed.
