Hello I need your opinion regarding Marriage done in Dubai, UAE for Christians (Syrian-Filipino/PR). The UAE only authenticate and notarize Marriage Certificate provided by the Church (non-muslims)That’s the maximum they could do and for them our marriage contract is legal. But, IRCC mentioned that Marriage Contract should be issued by a state/government.
Now we applied for a Report of Marriage in the Philippine consulate. We have a legal report form with a seal of the consulate and civil registry attached to the Church Marriage Contract. But, it will take 4-6 months to get the official Marriage Contract from the Philippine statistics office.
Do you guys think we can proceed with the spousal application while with the documents we have right now? Or wait for the Philippine issued Marriage Certificate?

I do not know for certain, but this site seems to say that the equivalent is a marriage registration (possibly marriage registration certificate). It's not clear what you have received already but it does seem that this registration should be what IRCC is looking for.
(I note separately that Abu Dhabi seems to have civil marriages carried out in the equivalent of city hall. It may be possible for you to do there, that looks like a more straightfrward procedure. But I don't knwo if that requires residency in AD. Also note, you should check that this is legal (I would assume that as in many jurisdictions the religious marriage until registered is ... not a legal marriage, but not a UAE expert).

We had visited the Dubai courts several times and wanted to do a formal registration of our marriage. The officials are not issuing marriage certificates or registration of marriage paper . They can only stamp an authentication seal, which we already have in our Church issued marriage contract: Seal of the Dubai courts and the Ministry of Foreign Affairs. I am just hoping this will be sufficient proof then add the coming Philippine document after.
The new laws on Abu Dhabi courts came after our Church wedding. We didn’t want to complicate a different wedding date for records purposes in the Philippine embassy.
I think these seals ARE the registration, I'd thought it would be in form of different piece of paper, but haven't seen.
Perhaps others with experience can confirm, but probably local sources would be better. One suggestion would be to include ANY substantive other peiece of paper/correspondence from the Dubai courts/MFA just in case.
