Hi there,

I'm a Canadian citizen and I applied filed my Spousal Sponsorship application for Spouse living outside Canada. All medical/police clearances are complete. The application was received on March 14, 2014 at the Mississauga office.

My spouse lives in India and I'm wondering if she can apply for a visitor visa to Canada while the process is underway. Moreover, if she gets the visa, will she be required to go back to India to complete the PR process?

You can apply for a visitors visa but it is unlikely that you will get approved, there is too much risk of overstaying the visa. If you have many strong ties to india you could still try but when you filed the PR application you are showing intent to move to Canada and so it's really unlikely to get a visitors visa.
 
You can try to apply for TRV for your spouse. However the success of getting a TRV is rather small due to stronger ties to Canada over India. The purpose of TRV is to visit Canada and leave after a set time. CIC would likely believe that your spouse will not leave at end of visa stay as much as you provided as much proof that your spouse will leave.

If your spouse has all her family living in india, minus you, has travelled to Canada before, and left on time, and you own your own home and have good income, then the chances are pretty good, I'd say. I've seen many people here be successful with that, and they all have these things in common.

I am also applying for visit visa and noted your suggestions. Do you know where to mention Dual Intent in the visa application (without which application would be rejected straight as I heard)? Many thanks.
