Sponsorship to Québec from vietnm

Ok i have a other question,

If i am a resident from québec living abroad and intend to sponsor my wife in québec. I fill all the forms required except the ones that said that quebec resident don't have to fill and send it to Mississauga. If accepted they will send me a letter, and i join this letter and fill the forms for quebec micc and send it to them.

Is it right? in which visa office will it be process and is it faster than the 21 months .

the process is right. you send to Mississauga, and once you get the first step approved (sponsorship) you send the letter of approval to MICC and they send you the CSQ. They also send it to the VO...

If your wife is from Vietnam then her VO is Singapore, see here http://www.cic.gc.ca/english/information/offices/missions/singapore.asp and unfortunately it is 21 months. Some files get done quicker than that, but you should be prepared for that...
