Sponsorship Outside or Inside ?

Hi,

Friends I am returning PR to Canada. I became PR on 2010 and returned back just couple of days before.

It has been a week. I have my 17 months old daughter in TRV visa.
Now I want to apply her PR.
I want to sponsor her within Canada. I found two categories forms in cic.gc.ca i.e;

Guide 3900 - Sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside Canada

Applying for permanent residence from within Canada: Spouse or common-law partner in Canada class (IMM 5289)

but not being able to select right one. If anybody have idea or experience regarding?

1) If I use the upper one link than it describes that the application form for those who are living outside Canada currently.

2) If I use second link, it seems the form is only for spouse but not for the children.

You cannot sponsor a child inland, only outland. The child is allowed to be in Canada throughout the process but the application will be processed in the child's home country.
