Sponsorship Eligibility Decision email

Hi all,
My husband (the sponsor) received an email titled "OVS Sponsorship Eligibility Decision FCP VO" but the email simply tells us the application has been forwarded to Missisauga (we are applying outland). So is this sponsor approval or just a file transfer notice? Our sponsorship status says Decision Made but nowhere in the email does it say he has been approved as sponsor. We checked the 'progress with PR app even if sponsor is declined' so we're worried there's a possibility it was declined because we didn't get anything stating he was approved despite the email title.

99% certain it is sponsor approval or they would not also have forwarded it on to Mississauga. Relax, this is good news and progress.
