Is it possible that I can sponsor him as a permanent resident here. I have very stable job and career and am able to support him financially if he comes here. 1. No, you can't sponsor him, as he is not an orphan and you have relatives living in Canada.

If you look at the the OP's timeline, it's extremely unlikely that he could get a parental sponsorship application in progress before the sibling became too old to be considered as a dependant, even if they reversed the maximum dependant age limit again.
The MNI required based on the information available would probably need to be at least 85000 starting from 2016 tax year.

That's a rough estimate for 2016 based on a family size of seven. If you have more than 2 children, it's even higher. You will need to meet the MNI for 2016, 2017 and 2018 for a parental sponsorship application in January 2020. I assume, again from the available information, that you cannot meet the MNI for 2015.

In fact, the three consecutive years gets you through the door. You have to continue to meet the MNI on a continuous basis until the application process is completely finished. If you fail to maintain, the application can be refused at any time.
