If your spouse, partner or accompanying dependent child lives with you in Canada, use the Application for Permanent Residence in Canada—Spouse or Common-law Partner.
If your spouse, partner or dependent child lives abroad, use the Application to Sponsor a Member of the Family Class.

I don't know which one to download and use.

My wife and I got married last August in Vancouver. She is here in Vancouver (coming back and forth) on a work visa. My stepson (her dependent child) is still in the Philippines.

If you are applying outland (which tends to be faster) you use b. You can apply outland from inside Canada as long as the PR is able to return to the country they applied through if there is an interview needed.

If you use A then your interview will be in Canada but if your spouse has to leave Canada anytime during the process they run the risk of not being allowed reentry and the PR must be available for interview in Canada.
