Sponsoring sister with family as independent

If her or her husband actually qualify independently under one of the available immigration streams, then they can apply as a family meaning the applicant, spouse, and any dependent children aged 18 or under can be included in the application.

So what would be the application they will use???.. is there possibility that they will get approve is her husband will apply....

What nationality is the husband in Saudi Arabia? What nationality is his wife? How old are their children? What kind of job does the husband have? If he is a businessman, how much capital would he have to invest in Canada, if any?

they have to go to the IRCC website and figure that out for themselves. If these people want to immigrate to Canada then they need to do some legwork and research to figure out how they can get here. There are many different ways a person or family can immigrate here.

They are both Filipino, his wife is in the Philippines right now.... she is 4yrs old.....hes job in saudi is auto mechanic...

They need to research themselves. If they don't understand the description of immigration programs from CIC website, they should hire a lawyer or consultant to explain it to them and judge their chances at qualifying.

If their education/skills are not in a field Canada is looking for, they will have practically no shot to qualify for anything. I don't think Auto mechanic would qualify for any immigration programs.
