I have been residing in Canada for 2 years as a PR and intend to sponsor my parents in 2022 showing income documents for tax years 2019, 2020, 2021. I got a question on interpreting this income figures on the cic web page.
My current family size including my parents totals to 6 people and when having a new baby in years 2020 or 2021, the family size will rise to 7. In this case should I refer to income for 6 people in 2019, 7 people in 2020 / 2021? Or I should refer to 7 people across all 3 years - 2019, 2020, 2021?

We have no idea how the family size will be counted in a few years. We also don’t know what PGP will look like in 3 years. It is a year by year program that is not guaranteed.
Can someone else give a clear understanding on my question. I understand it's a year by year program but minimum income figures won't change for the years elapsed and that is why the family count becomes significant parameter to calculate eligibility.

Yes minimum income figures can change. They could be adjusted as costs increase in Canada for example. The measurement of family size was different last year so could they could keep the same calculation or change it back to what it was 2 years ago. You are asking too far in advance. This program changes year by year and changes based on the government in power. For example under the previous conservative government they only admitted 0-5000/year. That could happen again.
