Sponsoring Parent (the Applicant) while Applican't spuse is a Canadian citizen

We are sponsoring my husband's dad to come to Canada. His wife is a Canadian citizen already but lives in Russian while she taking care of her sick parent. Almost all the forms are requesting that all family members complete it including photos, police clearance etc. If the primary's applicant spouse is a Canadian citizen is she still required to complete all the forms and take pictures and all meet all other requirements? How are you intending to sponsor him? As far as I am aware, parental sponsorship is still closed. http://www.cic.gc.ca/english/department/media/releases/2013/2013-05-10.asp has more information. Are you planning ahead for next year?
In general however, a Canadian citizen doesn't need to be declared in the list of dependants, so no requirements for PCC etc.
