Hi all,
So having been through every possible situation now:

Entered Canada (have had PR status since 1966) after a long absence with my 2 children with no Canadian status. After two years I applied for my pr card and received that last feb. Travelled to children's native country and came back in and had no problems, the immigrations officer gave me a visa for the kids and everyone happy. I wanted to sponsor my children and my husband but in the end he has decided not to join us so now I will sponsor only the children. THE LAWS HAVE CHANGED AS OF AUG 1 2014, the max age for dependent children is no longer 22 it is now 19 and my daughter who is currently out of the country will be 19 at the end of October. So I have one minor here, and one outside the country.
I find the paperwork very confusing, can my 18 year old be outside of the country or do I file for an inland and have her come to Canada? Must she remain in Canada while the paperwork is going on or how does that work?

I believe all children must be sponsored OUTLAND. So your daughter does not need to be in Canada. However as you are a PR, you must reside in Canada during the application process.
You better get the application in before she turns 19. Also make sure the app is complete and accurate. Last thing you want is them sending the app back to you as incomplete after a few months, and then not being able to submit a new one if she is no longer a dependent.

Thanks. Yes its going to be a rush. Yesterday I came back from a short trip with my son and the immigration officer told me I should do it inland, which is why I find the whole thing so confusing. He also said I should go to my mpp to expedite things...calling the toll free number is almost impossible as well but if I get through they may also shed some light. Anyway better get on it fast

MPs and MPPs do not have the power to expedite applications - I personally wouldn't bother contacting them.
Agreed the application will be submitted outland (even if one of your children is in Canada).

The immigration officer was wrong.
As Scylla said, MP will not even get involved. Nor do they need to. As long as CIC receives the application while she is still 18 years old, her age will be locked in forever at 18 even after she turns 19 during the processing time. There is no need to expedite anything except finishing the app so you can submit it before her birthday.

So I am going through the application, part one is for me the sponsor, and I need to fill out one application for each child. Parts 2 and three are for the sponsored person-s,, what if they are under 18? My 11 year old son cannot fill out these forms, seems quite impossible??

You have to filled applicant forms as if you are a 11 year old son. Parts that require signatures, I think parents are to sign it on behalf of the son BUT not 100% sure on that as I haven't done this scenario.

Also for anyone reading this, I got through on the toll free number this pm. The agent was very very helpful, confirmed that outland is correct and walked me through exactly which documents I need. For sponsoring children you need:
Sponsor: document checklist, 1344, and 5481
Children: both need 0008,5669 and 5406
then the part three Imm 3901
I have to say, I consider myself an intelligent :-[ person, but I have filled out these darned forms incorrectly a couple of different times. Tricky! So it was nice to have some help from all of you and the agent on the toll free number. 8) 8)
