Hi my fiancee has dual Canadian and American Citizenship. is it possible to apply for spouse sponsorship to get a Canadian PR while applying for US citizenship in USA?

Is my fiancee allow to apply for spouse sponsorship to Canada, while I wait for my 3 years duration to get my US citizenship? If yes, what documents will I need to provide? I know another couple, her husband was mexican with no status in the US, he is in the process of getting his green card, aswell he just received his PR from canada. so it is definatly possible to apply for both at the same time, even without status.
