I am posting on behalf of my friend. She is a Canadian citizen and her mother and sister are in India. She wants to sponsor her specially abled sister to Canada in the near future but she is not sure how to do it.
One suggestion she got was to adopt her sister, but that can be done only if the age is less than 14 years.

She can’t. Her mother is still alive and takes precidence. Does she have a spouse and children as that would also exclude her from sponsoring her. Add to that potential medical inadmissibility and it would be an exceptionally long and difficult attempt.

Only option is to qualify to sponsor her mother and then include her sister as a dependent and hope IRCC allows this. The sister cannot be sponsored alone and adoption won't help.

Adoption isn't possible because: (1) sibling is too old; (2) sibling isn't an orphan (mother is still alive). Again, only option is to sponsor the mother and include the sister as a dependent in the mother's application.

Want to add that the sister would have to pass the medical inadmissibility criteria or both mother and sister would be denied. Canada has a huge shortage for care homes, daytime activities and home care for disabled adults so Canada is reluctant to add to the demand.

If she has no family in Canada, she may be eligible to sponsor her if her parents and grandparents are deceased. She will still have to overcome the potential for medical inadmissibility.
