hi there.I would very much appreciate if somebody could answer these questions.

1. Can a sister in Alberta sponsor a brother here in the Philippines;

2. how to sponsor a sister to Winnipeg: Anybody who knows the requirements and procedure?

Unless the sponsor is an orphan and doesnt have any family here in Canada, a sister or brother cannot be sponsored.

A brother or sister can be sponsor so long as they are the dependent of the parents being sponsored. In other words, they can't be sponsored directly but indirectly by parent sponsorship as a dependent. Keep in mind parent sponsorship is closed until the new year under tighter rules/qualifications.

If they can't come, just ask them to apply as a skilled worker. In Alberta, we have a huge skilled trade shortage, if they can show they have a skill we need (at least 2 years experience), they will fast track them to come here.
