My wife is a PR and has sponsored me under Family Class through Outland.
Our application has reached a stage where NDVO (India) has asked for my passport.
During this period my wife travelled to India for medical emergency and been here for 4 weeks already.
How long a sponsorer can be outside Canada during Outland processing?
She should return to Canada immediately. Since she is a PR, she must be living in Canada while the application is being processed until you are issued a PR visa. Occasional short trips (a few weeks) outside of Canada are fine. However if she stays outside of Canada too long, CIC can refuse her application for not meeting the requirement of living in Canada. At four weeks she has pretty much remained outside of Canada as long as she can without potentially jeopardizing your application. She should return to Canada as soon as possible to prevent problems.
FYI - NDVO requests the passport very early on in the process and the fact they have requested your passport is not an indication that your visa will be issued soon. You still have several months to wait.
If she had a medical emergency, why did she travel do India instead of getting treated in Canada?
If immigration decides to check if she is in Canada and find that she is not, I doubt that this excuse will cut it. She should return asap and hope they don't find out.
