Once the sponsored spouse is granted a PR. He must move immediately to join his spouse in Canada or he can stay few more months outside to finalize some business related issues before landing for good. I hear the sponsored must immediately move to Canada and stay 2 years unlike Skilled Workers PR who can just comply with the 2 out of 5 years rule any time within the 5 years.
In case it's a rule, it makes sens because it's family gathering not like other PR status.

1. No, the sponsored spouse can move to Canada up to the time the COPR expires.
2. You are mixing the PR residency requirements with the Condition 51 for sponsored spouses. All PRs must reside in Canada for 2 years in every 5 year period (there are some exceptions). Sponsored spouses must reside together for 2 years after "landing" to meet the condition 51. If the sponsor was a Canadian citizen, theoretically they could reside together abroad.
